Developer submits bid to build 850 homes in Darlington garden village


Documents submitted to Darlington Borough Council said up to 850 homes were being considered for the site near Bisopton Lane, at Great Burdon. 

Applicant Tiviot Way Investments Ltd said its plans would also include a new link road to serve the Skerningham Garden Village. 

A “scoping opinion” report – which is required to decide if an environmental impact assessment would be needed when any full planning application is submitted – has been made for land near Great Burdon.

A site plan submitted with the scheme shows the development would form part of the proposed Skerningham Garden Village. The large-scale site is due to cover 487 hectares to the north of Darlington and will adjoin the existing communities at Beaumont Hill, Whinfield and Great Burdon. 

The planning statement, submitted as part of the initial application, reads: “The development involves the construction of up to 850 residential properties (450 coming forward within the current local plan period)  on land extending in area up to 64.88 hectares together with biodiversity enhancements, public open space, and new vehicular link road to the wider Skerningham Garden Village from the local highway network at the A1150.    

“The design parameters of the scheme to be submitted with this outline planning application are for residential properties that may consist of a mixture of  apartments three-four storeys high and houses two-three storeys high.”

Tiviot Way Investments said the development would also provide affordable housing, new open space areas, and funding for other infrastructure throughout the Skerningham Garden Village. The existing cricket club will remain on its present site, with improved access from Bishopton Lane.

An updated version of the Skerningham Garden Village ‘comprehensive masterplan’ was released by the developers, Banks Property and Skerningham Estates Ltd, in November and includes an infrastructure phasing plan outlining details of the development and a community consultation process. 

However, concerns have been raised about the speed of development including the building of the local ‘distributor road’ after residents said it should be completed earlier to relieve traffic congestion. Work on the road is due to be finished by phase four of the scheme, between 2036 and 2041.

Darlington Borough Council will consider the application later this year.
