Reform outlines review of County Durham finances to ‘eliminate waste’



The leader of Durham County Council used the first cabinet meeting to set out the party’s initial plans for governance and how it aims to meet key objectives set by the government to ensure the local authority is stable.Β 

Members of the council’s executive – a group of 10 senior councillors who oversee a key area of the council’s spending – approved a Best Value Standards report setting out how the authority will ensure its operations are efficient, effective, and economically sound and that public money is used wisely.Β 

Council Leader Andrew Husband said: β€œI am pleased to see a focus on continual improvement. This is something that goes to the heart of the new administration’s plans for the council.

“We were elected to ensure the taxpayer receives value for money. In line with our commitments to the electorate, this administration will be taking a close look at new opportunities to deliver on this commitment.”

Discussions are underway with executives and officers about the Local Government Association’s upcoming review of the council, and will work in tandem with Reform’s plans to set up a department of local government efficiency (Doge) to audit the books.Β 

Cllr Husband added: β€œI am keen that both Doge and the corporate peer challenge provide the new administration with detailed insights into how and what we might do differently in pursuit of our ambition to eliminate waste.”

Reform said teams of software engineers, data analysts and forensic auditors will visit and analyse local authorities to β€œidentify wasteful spending and recommend actionable solutions”.

The extensive review will consider contractual arrangements with suppliers and consultants, all capital expenditure, and the use of reserves and financial resilience.

A party pledge towards prioritising core services means areas such as climate change and diversity, equity and inclusion (DEI) are set to be toned down. And speaking at today’s (Wednesday, June 18)Β meeting, Cllr Husband vowed to open with the public about any changes.Β

The Chester-le-Street North member added: β€œAlthough the priorities of this administration don’t fully align with some of the best value standards, for example, in relation to equality and diversity or climate change, the framework is useful in assessing the match fitness of the organisation by rigorously testing ourselves against these standards.

“Alongside the work of DOGE, the administration will ensure that operations are efficient, effective, and waste is eliminated.Β 

β€œThis commitment not only helps us deliver the best possible services to our community but also reinforces our accountability and transparency.” 

However, council officers say they remain vigilant amid ongoing concerns for the future of local authorities around the country.Β
