Has the State taken over the raising of children?

In his reply, the PM, Keir Starmer, agreed with her, congratulating her on her efforts in gaining extra funding and going onto criticise the last Conservative government for lack of funding.
Putting aside the politics, his reply was a little disappointing, but not surprising, that he failed to state that perhaps that preventing the poor state of teeth should be the responsibility of the parent(s) or guardians of these children.
Does he think, along with providing breakfasts, that the state should take this responsibility over?
If the two child cap is lifted in the forthcoming budget, will it mean the public will be spared the continuous plea that more money is needed in the raising of children or will it depend on how the extra allowance is used?
